A Transformative Approach:

Formerly known as the National Action Plan for Senior Citizens (NAPSrc), AVYAY underwent a revamp in 2021 to better serve the aging population. This national initiative boasts two impactful programs – the Integrated Programme for Senior Citizens (IPSrC) and the Rashtriya Vayoshri Yojana (RVY), each designed to cater to specific needs.

Integrated Programme for Senior Citizens (IPSrC):

The IPSrC under AVYAY is a lifeline for non-governmental organizations (NGOs) running facilities such as old-age homes and care homes. Its primary focus is to provide financial support to these organizations, ensuring that seniors, especially those destitute or unable to afford basic necessities, receive free shelter, food, healthcare, and entertainment.

A 2020 report from the Indian Institute of Public Administration revealed that 42% of IPSrC beneficiaries had no access to financial support before joining the program. Remarkably, after enrollment, 70% of these beneficiaries gained access to much-needed financial aid. The Ministry of Social Justice and Empowerment data indicates the positive impact, with 552 senior citizens homes and 14 continuous care homes operating as of July 2023 across 361 districts, benefiting approximately 1.5 lakh seniors.

Beyond traditional support, AVYAY extends its helping hand to disabled or infirm seniors through the Rashtriya Vayoshri Yojana (RVY). This program focuses on providing assisted living support to enhance the quality of life for seniors facing mobility or sensory challenges.

Rashtriya Vayoshri Yojana (RVY):

RVY, operating under AVYAY, offers a range of assisted living devices at no cost, including spectacles, walking sticks, hearing aids, artificial dentures, and more. These aids are available to seniors falling below the poverty line (BPL) or earning not more than Rs 15,000 per month. To access these benefits, seniors need to produce valid proofs such as the BPL card, old age pension proof, Aadhaar card, or the Aadhaar card application acknowledgement number.

Creating a Supportive Ecosystem:

AVYAY’s ultimate objective is to provide seniors with a secure environment, ensuring their basic needs are met. To facilitate easy access to services and assistance for financial, healthcare, and emotional issues, a toll-free helpline number, ‘Elderline’ (14567), was launched on October 1, 2021. This helpline operates from 8 am to 8 pm, seven days a week, covering all 31 states and union territories.
